Population growth and increasing consumption of resources in the process of the industrial development has caused environmental pollution, climate change, and resource exhaustion. Therefore ‘sustainable development’ has become the important issue for the future. The sustainable development aims at effective resource use, less environmental impacts, and higher social security. Generally the rural area including agricultural fields and forest has various and plentiful natural resources which could make future development sustainable. To develop potential rural resources, the values for energy, environment and economy should be assessed considering the life-cycle of resources. The purposes of this study are to suggest the E3 (Energy, Environment, and Economy) assessment model for rural biomass considering life-cycle of resource and to apply the model to rice, the major agricultural product. As the results of this study, it turned out through E3 assessment that economic gain of rice cultivation is 578,374 won/10a, carbon absorption is 1,530 kgCO2/10a, carbon emission is 926.65 kgCO2/10a, and bio-energy potential of by-product is 394,028 kcal/10a. When E3 assessment was applied to by province, the results varied by regions because of the amount of input during cultivation. These results would be useful to realize the rural biomass and design regional resources plan in integrated E3 perspective.
The purpose of this study was to analyze the preferences for the physical features of senior congregate housing. The survey was conducted to target the elderly households living in senior congregate housing and general elderly households living in the rural. The results of this study were as follows. Showed that housing conditions are more important than environmental conditions, elderly households living in senior congregate housing. Among them was the most important house prices and rents. Also among the external factors such as environmental conditions is the distance to the workplace were very important. So the elderly households living in congregate housing showed that more important considering the economic aspects. Finally, want to be the foundation of sustainable housing policies for rural elderly households.
As environmental concerns including climate change drive the strong regulations for car exhaust emissions, electric vehicles attract the public eye. The purpose of this study is to identify rural areas vulnerable for charging infrastructures based on the spatial distributions of the current gas stations and provide the target dissemination rates for promoting electric cars. In addition, we develop various scenarios for finding optimal way to expand the charging infrastructures through the administrative districts data including 11,677 gas stations, the number of whole national gas stations. Gas stations for charging infrastructures are randomly selected using the Monte Carlo Simulation (MCS) method. Evaluation criteria for vulnerability assessment include five considering the characteristic of rural areas. The optimal penetration rate is determined to 21% in rural areas considering dissemination efficiency. To reduce the vulnerability, the charging systems should be strategically installed in rural areas considering geographical characteristics and regional EV demands.
In farming area, the elderly population is increasing year after year. And the gap between farming area and the city regarding quality of life is getting bigger and bigger. Besides, it has much poorer ground for living than the city. The current farming village maintenance project is adopting a different system now from the top-down project exclusively led by the government in the past to the bottom-up one reflecting how the residents think positively. Lack of the residents’ understanding and education about the maintenance project, however, some of them are just focused on maintenance and development distorted from making a village where people want to live. Accordingly, this study will analyze the characteristics of farming villages by their types based on field research and spatial analysis using Space Syntax in order to develop more premeditated and effective maintenance plans to perform maintenance in farming area. As a result, When you install streetlights street lights should be installed at places with a high of Connectivity and spatial depth is deep. Based on this method, the research is going to suggest the current status of street furniture improvement in the villages and the proper positions for their future installation.
A Relative Importance Evaluation for the Perception of Managers on the Comprehensive Rural Village Development Project using Analytic Hierarchy Process
In this study, the relative importance for the perception of managers on the comprehensive rural village development projects was evaluated using the AHP method. The fields for evaluation were 4 fields including human relationships, working conditions, work compensation and work burnout. Also, the relative importance for the perception of managers and priority order were analyzed through 15 evaluation items. The analysis result shows that the human relationships among 4 fields were regarded as the most important field, followed by work compensation, working conditions and work burnout. Also, the relationship with the chairperson for the human relationships, continuity of employment for the working conditions, salary for work compensation, and mental stress for work burnout were considered respectively as the most important item. Also, salary among all evaluation items was considered as the most important item for the relative importance, followed by continuity of employment, relationship with village residents and mental stress. However, work load, consulting firms, impersonal treatment and the relations between the administration showed relatively low importance and priority order. It is considered that this analysis result will be used as important preliminary data for establishing the role of manager in the comprehensive rural village development project.
The purpose of this study was to analyze the effectiveness of training Program for return farm. In detail, this study evaluated the trainees’ satisfaction, achievement, and effectiveness of the education. This Study polled 250 trainees who presented the Return farm training program. The results of analysis are as follows; First, the satisfaction and the reliability on the educational institutions of return farm was the highest. Second, Trainees’ replied that their Agricultural Techniques was improved. Especially, ‘business administrative ability, cultivation techniques & management ability, and agricultural machinery using ability were enhanced. Their self-confidence of return farm was increased. Third, the correlation of satisfaction, achievement and effectiveness of training program was statistically significant. The findings of this study will be used to plan of return farm education program.
In analyzing the issues of ecotourism, collecting opinions of local residents and participants is an essential process because ecotourism needs to keep ecological sensitivity and respect local residents’ ecological lives. Thus, the objective of this study is to analyze the local participants’ attitude in resident-oriented ecotourism. Maha ecotourism site, as a study site, is located in Pyeongchang-gun, one of the twelve ecotourism sites designated by the Ministry of Environment. This site has drawn attention since the local government of Pyeongchang-gun transferred its management right on Maha ecotourism sit to the organization of local residents in 2013. This study uses Q methodology which is the most popular research method in analyzing people’s subjectivity, that is, viewpoint and attitude. This study have found that there are four features in the subjectivities of participants toward ecotourism site: first group is the people who want more autonomous management right of local residents on Maha ecotourism site. Second group is the people who only want to stand by the ecotourism management. Third group is the people who focus on the migration of talented persons into their neighborhood owing to the program. Lastly, fourth group is the people who focus on the quality of the ecotourism program. In case of the second group, though they have negative opinions of the program, they have much interest in successful cases in other countries managed similar programs with Maha ecotourism. It would be effective for the group to have opportunities to experience successful ecotourism cases in other countries. On top of it, having seminars regarding ecotourism or holding community councils frequently would be very helpful for encouraging the second group of people to join in the ecotourism program actively like other groups of people. Supplying more manpower and developing various programs are also necessary in order to support other three groups.
In this study, we try to quantify resident``s conflict by rural development project based on previous researches about community capacities required for residents and social networks in rural village for suggesting efficient project model. we analyzed conflict elements in six category such as ``conflict in residents``, ``conflict in residents and leaders``, ``conflict in leaders``, ``conflict in villages``, ``conflict in development fund``, ``conflict in village by common income project``. These results also analyzed by personal background(age, role, education, income) of respondent in questionary survey. Results show that ``conflict in residents and leaders``, ``conflict in leaders``, ``conflict in development fund`` are perceived differently by age, role, education, and income in 5% significance level. Especially, relatively young age(below 40 years old) expressed clearly about conflict and high scored in item of ``residents and leaders``. Regression model show statistical significance(F=39.807, P=0.000) in influence relation analysis of conflict, network, leadership, and project fund. In this model, network β=-0.237, leadership β=-0.375, project fund β=-0.000 show network and leadership have negative relation to conflict but project fund is difficult to find relation with conflict. In this study, we defined social vulnerability using conflict, network, and leadership and verified the vulnerability of rural village applying regional community capacity in analysis results; vulnerability increased by the size of region and show inverse correlation to future vision of residents.
With the basic research logic stating that the systematic improvement of rural housing plot′s boundary barriers should call for the integrated consideration of their on-and-around installing settings, this study tries to analyse characteristics of installing environment of boundary barriers for improvement works of them. Through literature review and then screening process, 3 influencing and appraisal factors were determined: main house-boundary barrier shortest distance as on-site factor, building coverage as inside one, and attached road width as outside one. 21 study villages were subgrouped into structurally improve (9) and not(12). Site investigation and analysis results showed that the relationship between factors has varied very much, i.e. in some cases it is positive or complementary, but in other cases, negative or crossed. Therefore this study would propose that differentiated and flexible strategies with integrated consideration of on-and-around site installing settings be applied in their improvement projects rather than village-wide unified or straight forwarded ones.
An Empirical Study of the Mediating Effect of Governance in Relationship between Resident Participation and Rural Community Design Project Performance - Focused on the Case of Utturu Village -
As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents`` spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.
This study evaluated properties and items for selecting on a forest healing village. In order to assign a weight value -between factors, this study was conducted the primary survey first and then the secondary survey for measuring the importance of items. Experts’surveys were conducted on 3 items on level 1, 9 items on level 2, 35 items on level 3 with use of AHP technique. In level 1, the main analysis result was that physical resource properties(0.387) indicated the highest importance. in level 2, healing resources of physical properties(0.402), community participation of human resource properties(0.425), and business competency in part of vision(-.438) showed the highest importance. The analysis result of 35 items on level 3 was that in physical resources properties, securing public land in the village(0.220), possessing recreation space(0.440) and resources available for link with healing(0.413) showed the highest importance. In part of human resources properties, the average age of residents(0.465), commitment to the promotion of the villagers(0.367) and support of local leaders(0.318) showed the highest importance. Adequacy of development plan(0.274), forest work experience-related(0.293), and building profit sharing system(0.282) were also evaluated to have a relatively high importance.
This study classifies the types of spatio-functional differentiation in Korean island areas and analyses typical characters and suggests the development directions by each type. Eup/Myeon-level island areas are classified as six types by the factor analysis and the cluster analysis. First type is the traditional rural center. This type puts emphasis on maintaining phase as the central space and has to maximize development potential of the whole of settlement zone. Second type is the specialized region in manufacturing industry and the qualitative mutual growth of regional industries is able to be suggested. Third type is the specialized region in the neighborhood service provision. This type needs to devise the plan for utilizing potential customers actively and developing into the region specialized in tourism industry. Fourth type is the specialized region in tourism-support service functions. This type has to promote differentiated policies for maintaining amenity infra or value of countryside capital and preservation and utilization of resources by regional features. Fifth type is the fishing industry-dominated region. This type has to promote sustainable fishery development through the policy reflecting regional features and condition. Finally, sixth type is the sluggish region dominated with the traditional agriculture and fishery. This type is needed to aim at developing into the new food production base having the advantage of clean environment by strengthening support in specialized agro-fishery products. The existing researches on spatio-functional differentiation were mostly discussed with respect to land development, but this study highlights the difference in deal with the island areas distinguished from the condition of industry.
This study has set up a plan to establish a trail as a means of maximizing a community by using the residents`` living materials and unused facilities that a village holds now. A local archive is a place where the records and living materials collected from a village are preserved, displayed and shared with others, serving as a complex space with multiple functions. To apply the idea of ``utilizing a local archive``, the empirical study was conducted by making an analysis of trail resources of Baekryeong Island and local archive application resources. Local archive resources were selected through evaluation of connection of trail routes by investigating and discovering the unused facilities of Baekryeong Island village and the depreciation level and scale of them. And actual local archive living references were investigated and collected through in-depth interviews of villagers. Also, through planning of trails by region, limitations of investigation activities were improved and various tangible and intangible resources owned by Baekryeong Island were utilized to enable effective and distinctive investigation activities and experiences. Unused facilities were surveyed and chosen to take advantage of the local archive space, along with in depth interviews with the residents living in Baekryeong Island. In addition, the current conditions for the trail routes were checked out in order to ``point out the final routes``.
